The index aggregates provider attempts recorded during the latest 90-day window. It excludes user identities, phone numbers and message contents. A service or country appears only after reaching the minimum sample.
Delivery rate is successful SMS activations divided by recorded attempts. Average arrival is weighted by the number of messages. Past results do not guarantee a future delivery because platforms and mobile networks change their filtering.
